Senior Business Analyst

We are currently hiring a Senior Business Analyst to join a major public sector transformation programme focused on modernising critical government systems, services and citizen-facing platforms. These roles sit within multidisciplinary Agile delivery teams, there’s a strong focus on requirements management and stakeholder engagement across complex organisational environments.
Key Responsibilities
- Lead requirements gathering and analysis activities across multiple workstreams within a large transformation programme
- Facilitate workshops with business, operational, policy and technical stakeholders to elicit, validate and prioritise requirements
- Document business requirements, user stories, functional specifications and acceptance criteria
- Map and analyse current-state (as-is) and future-state (to-be) business processes, services and operating models
- Support the delivery of digital transformation initiatives across citizen services, internal government operations and regulatory functions
- Collaborate closely with product owners, delivery managers, architects, developers and testing teams to ensure successful delivery outcomes
- Conduct impact assessments, gap analysis, process optimisation and business readiness activities
- Identify opportunities to improve service delivery through process redesign, automation, data-driven decision making and emerging technologies including AI
- Support change management, governance and compliance requirements within a highly regulated public sector environment
- Contribute to the development of target operating models and future-state service design.
Desired Skills
- Strong experience working as a Senior Business Analyst within large, complex organisations
- Proven track record delivering business analysis activities on large-scale transformation, modernisation or digital change programmes
- Experience gathering, analysing and documenting complex business and system requirements across multiple stakeholder groups
- Strong process mapping skills, including as-is/to-be analysis and business workflow modelling
- Experience working within Agile delivery environments, while operating effectively across traditional governance structures where required
- Excellent stakeholder management, communication and workshop facilitation skills
- Experience working with senior executives, business owners, technical teams and external vendors
- Knowledge of government, public sector, regulated industries or citizen service environments would be highly advantageous
- Familiarity with enterprise platforms, system integrations, data initiatives, cloud transformation or AI-enabled solutions is beneficial
- Experience with tools such as Jira, Confluence, Visio, Azure DevOps or equivalent requirements and process modelling tools
