The Program Manager will work in a matrix structure and will manage direct and indirect reports (Project Managers, Analysts, SME’s, Architects, Technology Lead, Infrastructure Lead, Commercial Lead, other digital resources as required). The program is expected to grow through the iterative program lifecycle.
Responsibilities
- Under the guidance of the steering committee and program governance, lead subject matter experts, Project Managers, Digital resources and suppliers to deliver the program as per the agreed scope and budget outlined in the Initiate and subsequent Business Cases.
- Work with Business Improvement and Business Portfolio Management Offices to ensure that business impacts and inter-program dependencies are understood and managed, the risks are mitigated and that the changes and their timing are aligned with the wider organisational strategy, context and vision.
- Drive and ensure that all key stakeholders, identified via program governance and stakeholder engagement planning are clear on approach, plan, milestones, risks, issues, dependencies and progress of the program during its entire lifecycle.
- Facilitate management of program progress, resourcing and program level decisions in concert with the relevant members identified via program governance structures
- Define and develop the Implementation Business Case to achieve the objectives outlined in the Initiate Business Case.
- Accountable for managing the time, cost, quality and benefits outcomes of the programs ensuring that mixed model resourcing is allocated and right sized to deliver a successful initiative.
- Ensure the solution is fit for purpose and meets business needs within the scope of the business case, ensuring Sydney Water customers and our people enjoy a positive uplift in user experience and performance outcomes
- Ensure all aspects of organisational and cultural change are well planned and delivered, to ensure all solutions are efficiently adopted and sustained, while maintaining positive cultural engagement
- Facilitate the timely decision and implementation of a digital platform replacement strategy, within the required timeline.
- Ensure the development and management a holistic view of strategic and operational projects, business as usual activities and external projects and activities which may impact the program agenda.
- Manage, monitor and report on progress including issues, risks, budget (incl costs and benefits realisation).
- Ensure that Program and Project deliverables meet agreed requirements and are appropriate in terms of quality, schedule and budget.
- Manage third party contributions to the program, as required e.g. external consulting teams
- Leverage Sydney Water’s Program / Project management methodologies and standards to ensure consistency in approach and quality of outputs
- Lead and manage an integrated team of resources required to deliver the Program, creating a culture of high performance, stakeholder engagement and customer centricity.
- Coach and mentor resources to lift Sydney Water's delivery capability.
Planning Accountabilities:
- Lead the conversion and translation of solution design into tactical execution plans with appropriate staging that aligns with the wider portfolio of work
- Ensure maximum efficiency in the allocation of resourcing across all Projects within the Program
- Lead and ensure the effective coordination of all Programs and Projects and their interdependencies and constraints
Qualifications
- Degree qualification in technology / business domain is highly desirable.
- Certification in project or program management (Agile, Prince 2, PmP, PgMP, Managing Successful Programs, Prosci).
- Experience in delivering high-impact business transformation and change in Utilities where the current model has several commercial impacts as part of transitioning to target state.
- Experienced at driving major organisational wide change in a large organisation including driving corporate strategy definition and execution and business model / operating model changes. Must have led the successful strategy, design and execution of these types of programs previously.
